Full steam ahead on passenger rail

Alberta's government is investing $15 million to advance passenger rail planning following the completion of the province's Passenger Rail Master Plan.

The plan looks 30 years ahead and identifies a phased network including high-speed regional service between Edmonton and Calgary via Red Deer at more than 300 km/h, higher-speed service between Calgary and Banff, and frequent airport-express and commuter rail serving Calgary International Airport, Edmonton International Airport, Airdrie and St. Albert.

Initial work is already underway to examine connections between Edmonton and Calgary's light-rail transit systems and their international airports. The government will also engage with industry to assess private-sector capacity, financing approaches and investment opportunities.

Premier Danielle Smith said major infrastructure projects require thoughtful planning, strong partnerships and a clear vision. "The Passenger Rail Master Plan gives us that foundation," she said.

Transportation Minister Devin Dreeshen said the initial focus on Calgary-Edmonton connections and airport links will allow the province to plan a broader network that connects with existing LRT and transit systems.

The plan was developed following engagement with more than 20,000 Albertans, more than 50 Indigenous communities and organizations, municipalities, airports, Class 1 railway owners and international rail experts. Eighty per cent of Albertans surveyed strongly supported expanded passenger rail. Budget 2026 includes $15 million over three years to support the first planning phase.
